FEMA & SBA ASSISTANCE

HOMEOWNERS + RENTERS

Homeowners: Through FEMA and SBA, loans up to $200,000 to repair or replace real estate damage and up to $40,000 to replace personal property.

Renters: up to $40,000 to repair or replace personal property.

Interest rates can be as low as 4.00 percent for businesses, 2.375 percent for private nonprofit organizations and 2.375 percent for homeowners and renters with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

Individuals who are deaf or hard-of-hearing may call 7-1-1.

BUSINESSES + NONPROFITS

Property Damage: up to $2,000,000 to repair or replace real estate, machinery and equipment, inventory and other assets that were damaged or destroyed (available to businesses of any size and private, non-profit organizations).

Economic Injury: for businesses and private non-profit organizations suffering adverse financial impacts of the disaster (with or without property loss), up to $2,000,000 for working capital to help pay obligations until normal operations resume. Agricultural cooperatives can receive this loan. It is included in all in the fact sheet.

FINANCIAL ASSISTANCE FOR EMPLOYEES + THE SELF-EMPLOYED

 

UNEMPLOYMENT + DISASTER UNEMPLOYMENT ASSISTANCE

The Unemployment Insurance (UI) program provides partial wage replacement benefits to workers who lose their jobs, or have their hours reduced, through no fault of their own. Learn more about the Unemployment Insurance program and eligibility requirements for collecting benefits.

The Disaster Unemployment Assistance (DUA) is a federal program that provides temporary unemployment assistance to individuals whose work or self-employment is interrupted due to a major natural disaster and who do not qualify for regular state-provided UI benefits, such as farmworkers, business owners and the self-employed. A Presidential Disaster Declaration can make federal Disaster Unemployment Assistance (DUA) available for individuals effected by a disaster.

 

 

 

DISASTER RELIEF PROGRAMS

 

TAX DEADLINE EXTENDED

 

On March 17, the IRS issued updated guidance on tax relief for victims of the sever winter storms in our district. All taxpayers who reside or have a business in San Bernardino, Los Angeles, and Kern counties, among others, now have until October 16 to file various individual and business tax returns and make tax payments. Additionally, affected taxpayers in the federally declared disaster area (including the entirety of CA-23) have the option of claiming disaster-related casualty losses on their federal income tax return for either the year in which the event occurred, or the prior year.

 

 

STRUCTURAL DAMAGE RELIEF AND ASSISTANCE

 

 

The County of San Bernardino will waive up to $5,000 in County plan review and permit fees for property owners looking to repair or rebuild structures damaged or destroyed by the storm. The waiver is available for each structure.

The Land Use Services Department has created a Storm Response Team focused on supporting the public in repairing and rebuilding their structures damaged by the extreme snowstorm. In addition, the team will expedite the plan review and permit process for impacted residents to the fullest extent possible.

The East Valley Association of REALTORS® is awarding grants of up to $2,500 for qualified applicants that were displaced during the storm. This grant can be used towards mortgage expense for the primary residence that was damaged during the snowstorms, rental costs due to displacement from the primary residence resulting from the snowstorms, or hotel reimbursement due to displacement from the primary residence resulting from the snowstorms.
